Firstly check the monitor, if you get 8 beeps as it is starting up, this points to graphics problems. Trying another monitor. If the problem remains, swap the graphics card or use the onboard graphics card. If this fails and, more importantly, you are not getting any beeps (single beep would indicate your CPU is ok), the problem is likely to lie with the motherboard. To help you further, please repost with the number of beeps if any, you get as it tries to boot up
Well, the best thing to do is to take it to a computer technician to get it checked up. This is the reason why you want somebody knoweledgeable:
1. It may be a problem with the Power Supply Unit (PSU).
2. Could be a problem with the power button (Internal failure) and to check it, you have to manually jump the motherboard at the power button connector.
3. It could be also a motherboard failure (probably caused by a power surge the day before it failed).

sounds like its trying to load windows but the harddrive is failing to respond, most of the time if it loads everything up to the windows itself its all done before initalizing the harddrive itself.. try putting the harddrive into another computer or usb external to check if its dead.. you might just need a new one =T not 100% sure though but its worth trying.
go to your control panel then into administrator tools, open computer management and under storage click on the disk managment, you should be able to see your seconf harddrive from there and format it
