First remove the bucket. Easily clean the filter w/warm soapy water either under lightly running water or carefully gently clean w/towel. Tap lightly to remove any excess water. Place filter up to air dry which shouldn't take long. After putting filter back in, press. & hold the clean filter reminder button for at least 3 seconds.
without the model number I cant be 100% sure , but due to your description of the last thing u did , Id say the light is flashing indicating that the water catch bucket is not installed correctly back as it was before , most units have a safety that wont allow a unit to operate unless the water catch bucket is installed and M/T as this would allow it to dump water to the floor if it were not

The filter can be clean by using clean water or vacuum cleaner extension hose. If you use clean water, please allow the filter to dry. Once you reinstalled the filter then replace the bucket. To extinguish the light simply press the FILTER button and your dehumidifier should resume normal operations. You can either vacuum the filter or wash it in warm soapy water (dish washing detergent), rinse it and dry it thoroughly, before reinstalling it. A hand held hair dryer will dry it pretty fast.
