I had the same problem. It turned out that one of the cooling fans get dusty and does not work. I opened the back of the Toshiba plasma TV and cleaned the failed fan, and it worked like a champ.

Unplug the tv wait a minute .Plug it in turn it on see if that fix the problem. these tv are computers and can go hay wire.just like a computer ,some times a reboot will fix things for a while.make sure you have a good clean source of power at the receptical and your not having power spikes or drops . panel is cracked the cost of the repair is usually about 90 percent of the cost of the tv when purchased new. panel and labor. not worth if panel is cracked.

The problem is in the power suplly board.In the LCD TV this board is common to the rest function.If the reparation cost is 80% on the new LCD I suggest to buy one new.

your main filter capacitor in power supply has gone defective.
just replace it .
every thing will be normal.
