Check for 5 volt reference signal at the TPS - throttle position sensor , could have shorted sensor causing the problem . Do you know what a computer 5 volt ref. signal is ? Video's on youtube . Your engine computer controls the starter motor relay which turns on the starter . Free wiring diagram's here
http://www.bbbind.com/free-tsb Enter vehicle info. year , make , model an engine . Under system click on engine ,then under subsystem click on starting . Click the search button then the blue link. Find the starter motor relay in the under hood fuse / relay box , pull it out an look at the bottom , where the pins are . You should see four set's of numbers , 30 , 87 & 85 , 86 . PIn's 30 & 87 are for the power feed to starter , pin 30 should have battery volt if tested with a voltmeter . If you jumped pins 30 & 87 with a piece of wire if the starter is good an battery cable an connections are good the starter would spin the engine over . Just so your not confused , jump where the relay plugs into the fuse box , not the pins of the relay .
Can you hear a relay clicking when you turn the key over to "Start"? if not then a faulty relay could be the reason the starter motor is not cranking over. Is the starter solenoid "clicking in" but the engine not turning over? if so , can you turn the engine over by hand?

Go to Autozone.com and sign up for a free account. After logging in, add a vehicle (the one in question), chose that vehicle and go to Vehicle Repair Info. You will find the schematics for various engines you need.
you need to turn off radio first then remove negative battery cable, then from under the hood, you need to remove air cleaner box cover and remove engine structural collar then you can remove starter electrical connector and starter bolts and starter.
There is no separate fuse for the fuel pump on the '06 and later PT Cruisers. If you're attempting to do something that require the engine to turn over, e.g. a compression test, use a manual remote starter connected between the starter solenoid and the positive battery terminal. The fuel pump won't be active with the ignition turned off.
It is possible that you have a weak battery. You may want to try to jump the car with another car that is idling. If you get the car started then it is a weak battery. If not inspect the wiring especially for the ignition and the high tension wires.
