I9 phone won't recognize sim card and dial out or receive
I have tried installing my sim card many different ways and it still will not recognize and receive calls or dial out. Says emergency calls only.

try to check your phone profile settings,it maybe set to offline mode, if it is set to offline, select a different phone profile mode from the list of the options.
try also cleaning the contacts of your sim card card and try again. sometimes, dirt or dust can be a reason for your sim not to be recognized by your phone.
if you have done these steps, try your sim in a different phone and check if it can be recognized. try another sim to your phone if the sim can be recognized by your phone. in this way, you will have the idea of which of the two has a failure.
Which sim slots works? Or is it only one sim card that works?
If it's only the sim card, check with your wireless provider, it could a conflict between the phones technology and the band that your service provider use. If it's the sims slot then try going to sim profile and enable both sim, for starter. You don't state whether your phone is a quadband or a triband.
Unfortunately, even with the unlock code for the i9, it cannot be used on T-Mobile service.
The Motorola I-9 is an IDEN phone, and only works on the Boost/Nextel Network. T-Mobile uses GSM, a different technology. Both, however, do use SIM cards.
Plug in the phone while it is turned off. It should update the drivers. If that doesnt work turn off the phone and the computer. Plug the phone in to the computer and turn the computer back on.
