6A is OK, HIGHER CURRENT is OK but not higher voltage, the main key is that the pwoer supply MUST be REGULATED power supply. Does it say that on the universal power supply that you have?

you either have a bad proccesor, or memory, one other thing come to mind is that the pwoer supply may need to be cleaned out use a hair drier and point it at the power supply open the case and do the same for the whole inside pluse the insde holes of the pwer suppply

How i can check the dell nps-460bb power supply working or not?

If there is a light on it and its on, its a start, if you have a volt meter u can get a reading from the conection that goes into computer. check the pins inside this conection with a pen see if they are loose, another way is to place the black box againts ur ear firmly listen carefully for a hum, if its hummmming then its working, if the charger aint pwoering the laptop check the conection that goes into laptop for any loose parts, another problem can be the laptops conection its self , give it a sligh push to one side or the other to see if it lights up the laptop, or try it in another laptop that uses the same conection.
