Time for a professional service. It sounds like a lever is stuck, or a pin could be broken or bent. A clock needs to be serviced at least once every 3 - 5 years depending on the clocks location, and surrounding situation. Like a car the clock has to stay lubed up or it will eat itself up. Search for clock repair in your local area. You may want to call more than one to compare prices for service calls.
If your clock isn't more than say five years old, don't let yourself get talked into replacing an expensive movement unless you can be showed why the movement needs to be replaced. If you were in the area I'd say bring it by the shop, and let me take a quick look. I don't charge to look. Good Luck
