Jenifer, it sounds like the oil lines from the oil pump are clogged or the pump itself is defective. Please do not run the engine until you get it checked out. If the oil pump in the bottom pan is not pushing oil to the top of the engine the valves and cams are not being lubricated and will burn up...Bue, Bye engine!
If it's a two stroke and ran it with straight gas you would need a rebuild, then it's up to you to see the value of your blower and see if it is worth rebuilding..
The motor is receiving power, and that is the humming noise. The humming sound also says the motor is overheating and will burn out.
Turn saw off. Use hand and manually rotate blade to see if it rolls free.
For example on my saw, the blade barely turned because a bearing was rusted. I soaked the bearing in wd-40 and 3-in-one oil and salvaged it. Look for oil ports on each end of motor, and on bearings. Clean pulleys and belt that connect blade to motor.
If your blade rolls free, and the motor shaft moves freely, then the motor winding has gone bad, so replace motor.

the oil may be frozen? the bussing could be the noise that the starter motor makes when it either has no voltage or is not strong enough to turn the engine... keep the engine warm and change the oil, it could be seized and might take alot more work tho
There are several things you can check:
Distributor cap and sparks - check for moisture.
Accelerator manifold (the thing on the top of the engine which opens to mix oxygen with the fuel) - oil any hinges and clear any water/debris.
Fuel - I know it sounds silly, but it has happened to people.
Starter motor - check connections.
Fuses - Check main fuse box for starter and other electrical systems' fuses; are they broken?
Is there a clinking sound from the engine?
Does the starter motor turn?
Attempting to start the engine too many times may result in the engine flooding with fuel, preventing enough air from being able to mix, thus preventing ignition.
You may need to bleed the engine of fuel.
