verify the breaker is on (reset) then power up and verify voltage with a meter, there are safty devices that will keep the unit from energizing other than the switch

It sounds like you have a bad blower, and may need to replace it. I would recommend that you remove the housing cover, turn the heater on and verify that it is the blower motor. If that is the case, then you will want to order one from the manufacturer.
