I have a EI600WC timer installed (by electrician) in my garage to control outdoor christmas lights (outlets in eaves). The switch will not turn the lights on!

Yes 100' maximum is problem. To work around problem, you can use timer to turn on a contactor, and then the contactor is not limited to 100' distance.
Copy following link to see wiring diagram, and you can wire it yourself:
http://waterheatertimer.org/images/Dawn-dusk-120Volt-pump2-300.jpg
http://waterheatertimer.org/H230A.html

Assuming timer was installed correctly ... did timer work when first installed, and then die?
This timer cannot be exposed to freezing temperatures because the battery will die in cold temperatures.
Ei600 timer is 5-year warranty version of ST01C timer, and both have same wiring and same battery.
Copy following link to see programming, wiring, and battery replacement
http://waterheatertimer.org/ST01C-program.html

If cold battery is problem, suggest using GE 15312 timer from Home Depot that has same 100' maximum and same load rating characteristics and same programming capability as Ei600 and ST01C, but GE timer is powered by the circuit and not a battery.

You can install timer yourself.

I have GE Model #15089 digital timer. I want to reset time to come on to 7:30 pm and turn off at 10:30 pm. It was previously coming on at 6:00 pm and off at 10:30 pm and working fine but when I tried...

The problem with answering questions where somebody cannot program a timer, or programming stopped working, is that expert doesn't know if timer is defective, or needs to be reset, or timer has conflicting programming, or if person has mis-read the instruction manual, or if wrong button sequence is being used, or if internal battery has gone bad, or if circuit has interference or loose wiring, or if light bulb burned out, and however expert guesses, the person asking question is unhappy because the timer still doesn't work and/or the manual still doesn't make sense.

I work with timers every day and suggest the following steps to get started:
Reset timer and try setting program again.
Write out steps in manual at point where timer doesn't seem to work.
Double-check that you are pushing correct buttons all the way down.
Make sure same days of operation are selected for ON and for OFF. For example if ON is set for all days, and OFF is set for Tuesday, then timer will not work as expected.
Reset timer and make sure there are no conflicting or overlapping programs, or timer will not work as expected.
Test outlet with cheap circuit analyzer from home center, try timer on different outlet, try timer on different Load, check that Load works when plugged into outlet without the timer.
Save some headaches listed above, and buy another 15089 at Home Depot and return defective one in new package.

For GE- 15117, Mode acts as a controller called "an On or Off override..." "or sets events to Automatic or random" Random = a +/- program shift (that's understandable). You'd think...

I cannot make precise sense of your question.
However I agree, the manual for GE 17117 is not clear.

1) A number of folks are writing in about this particular timer, with same MODE problem as you.
Some folks, the timer skips over auto.
Some folks the timer just doesn't come on.
Facts are facts, some timers are busted on arrival.

But let's look at the problem from three different directions and see if it helps:

2) Steps from manual:
When you finish programming, press clock button to return to current time.
Next set MODE.

Press MODE button and timer enters override ON-OFF. Override reverses whatever program is operating at that moment.
Press MODE button again and timer enters RDM random mode, and lights turn on-off randomly.
Press MODE button again and timer enters AUTO >>> auto is correct setting that lets programs run.
Here's the trick: after setting MODE to auto, press clock button again and current time displays.
If timer will not perform these steps, then timer is suspect

If timer performs these steps, but programs won't work, the timer is suspect or programming is suspect.

3) Check programming for conflicts and overlaps that cause timer not to function 'as expected.'
Some timers skip over conflicting programs, some timers simply stay on, others stay off.
http://waterheatertimer.org/pdf/GE-15117-Manual.pdf

Example of conflict is event1 ON at 7am TU > but event1 OFF at 11pm All-days. Both event1 ON and OFF events must have consistent days >>> so change TU to All-days.
Another example is event1 ON 7am OFF 11pm TU >> but event2 says opposite, or has overlapping times.

I suggest folks make a schedule of programs before starting.
To review and change programs, start with current time showing in display: Press PROG button and scroll through event1 ON, event1 OFF, event2 ON, event2 OFF, etc.
Write down the events and make a chart.
Look for overlaps, and check for days of operation, and make sure each event ON has corresponding event OFF

4) If events are correct, and timer MODE button functions, but timer still doesn't work, the final suspect before calling the timer busted, is circuit problem. Use circuit analyzer on receptacle. Or plug timer into receptacle on different breaker and see if problem persists.

Will the HB51R have to be placed outside to work on dusk to dawn.

The dawn to dusk feature is activated by photoelectric eye that senses when it gets dark.
If you put timer in a dark room, it will turn ON ... let's say to operate Christmas tree after you leave a room for the evening.
But if room stays dark, the timer will not sense when to turn off unless you also set timer to turn off 1-9 hours after ON.
That being said, a Christmas tree might make too much light for the timer's photoelectric eye.
Make sure photoelectric eye is turned away from direct light.

Just program it as noted previously and put the timer in Auto. Set the clock to 1 min BEFORE your earliest timer program is set to come on. When the clock hits the correct time, it will turn on. Then set the clock to the correct time and you're golden.

Manual:

59203 plug-in timer: your outdoor lights have to plug into side of timer.

If you want a timer to replace outdoor light switch: buy in-wall timer Aube T1032 or Lowes sells Utilitec 0192773.

Add a comment for more help with in-wall.

Here are instructions for 59203 plug-in timer:
Plug in the timer until battery is charged.
Unplug timer so you can program easily.
Press R reset button with paper clip to clear.

Set the time of day:
Press and hold clock button
Press hour button until current hour shows
Press minute button until current minute shows
Press day button until current day shows.
Release clock button

Program review:
Write out ON-off schedule showing hours minutes and days
For example: timer turns ON 6:00 pm all days of week.
Timer turns OFF 1:00 am all days of week.
First step: Set program1 ON > hour, minute, and day.
Next step: Set program1 OFF > hour, minute, and day

If needed, go to next step: Set program2 ON > hour, minute, and day
Next: Set program2 OFF > hour, minute, and day

How to program timer for ON at 6:00 pm and OFF at 1:00 am all days of week:
