Question about Toro Garden
I hav checked the battery and is fully chrged
First must sure you have both control arms are in neutral and the PTO switch is off. Depending on your model setup test for voltage at solenoid control terminal. If the voltage is present and your setup uses the separate solenoid check for voltage at each of the two large terminals while trying to crank there should be voltage on both of these if not then the internal contacts are burned and solenoid need replacing.
If no voltage at the solenoid control terminal then you need check the switches at the control arms, the PTO switch and the ignition switch.
The operator and service manual are available at the following link which contains the wiring diagrams.
