The output should be printed on the charger. usually the underside. but you didnt tell us whitch laptop you have. i have a hp one- no idea what model (too lazy to check) and its charger puts out 19 v. but ive seen em from 14 up to 30-ish so it depends on the laptop

The charger input voltage should make no difference on the output voltage / current, if they are designed to run on that input particular voltage. A 240 volt charger will not work on 110 volt and vice versa. If in doubt check the output voltage of the charger with a voltmeter. Make sure you are getting around 20 volts dc.

4 important points or facts to note with chargers are as follows:
1. Supply voltage ~AC/Voltage (input, say 110Vac, 220Vac)
2. Output voltage (VDC)
3. Output ampere rating (amps)
4. Jack type for connecting charger to your phone.

What this implies is that you have to get your old phone to a store where phone chargers are sold or can be purchased (because of the connector jack)

However, you need to know the specific OUTPUT charging voltage (indicated as DC) and current for your phone

Search google for a charger for your laptop model and look at the specifications shown for the chargers available. The voltage may also be on the bottom of the laptop and also on the battery pack.

Depends mostly on the voltages and how long you want to wait, but you will have to accept the risk of frying the charger by exceeding the 700mA rating. If the voltage output of the charger is about 10 or 20% higher than the nominal voltage of the battery then it might be OK. If the output of the charger is less than or equal to the battery voltage, then it won't work at all. The smaller the differences in the voltages, the less the risk of overheating the charger, but the longer it will take. If you are in the "sweet spot" it will probably take 6 -8 hours to charge the battery.

Charger wont charge batteries for cordless drill

Check the charger output, it should be about 4-5 volts higher than the battery pack voltage rating. If the charger voltage output checks ok then the battery pack is defective. Any Radio Shack store can test the charger for you.

Battery is not charging when connected to charger

The problem might be in the battery or in the charger. If you have a multi-tester check the output voltage of the charger. The voltage output must go with the rated voltage in the battery. If there is output volyage in the charger then the problem is your battery. If there is no output voltage then the problem is your charger. Take time to check both the charger and the battery to make sure which to replace.

New batteries does not seem to fully charge. tested the output of the charger with meter and it shows no voltage on the output of the charger, but the two lights flash quickly when plugged in to the wall...

The measurements below are for a 12 volt charger or across one battery at a time. In a 24 volt charger or across both batteries at once, double the values.
The charger will not show any output unless connected to a battery. To test the charger, attach the charger to the battery but do not plug in the charger. Connect a meter to the battery and read the voltage (9.8v - 11.6v).
Now plug in the charger. Read the battery again (13.6 - 14.2v).
The voltage must not be higher than 14.8 on the battery or the battery will over-charge - the charger needs service. If the voltage does not come up to 13.2v, the charger is not running. Again, the charger needs service.
Be patient. You can wait ten minutes and measure again. Batteries respond slowly to the charger.
