Make sure no accessories are plugged into your laptop. First remove the battery and try a bootup. If does not bootup, remove the hard drive if you can and try again. If still no full boot, you can try the DVD drive and then the memory. Replace what you have found to be the problem. If none solves the bootup problem, it is either the power supply itself or a mainboard problem, which would required service from an authorized service center from Dell. Verify the center with Dell. The parts I have indicated to try are normally easily removed from the bottom of the laptop, by removing a few small screws.
shut down the laptop. power it up, hit F8 when you see the horizontal scroll bar, select save mode and wait for it to load. once it is completed. right click on c:, click on porperties. check the scandisk under the tools tab. restart teh computer.
Please try and bootup your computer in safe mode by pressing the F8 Button just before windows starts to load. a menu appears and you just need to select the safe mode option and see how it goes from there.
remove battery and try ac-power if laptop boots up then battery need replacing but if no laptop bootup then take it to be repaired and tell the tecnition what happened and he or she will try other options to get you going again.
good luck on problem.
