Have you tried using a different charger or cable to charge the phone. If the phone is not charging with any charger, then it may be due to a dead battery or faulty charging port.
I would suggest you get that checked at a BB Service center.
Cheers.

Look at the battery out of the device. If it looks swollen it is toast. Otherwise see above answers.

My black berry phone shows app error 523 with white screen and keeps rebooting what do i do it is giving concern

(IGNORE THE SIM STEPS IF ITS STILL ON VERIZON PLEASE)i had the same issue on my 9700!!! its either the sim or the software on the phone. DO NOT SELECT RESET YOU WILL LOSE ALL YOUR INFO!!! take out the battery with the phone on and take out your sim card. replace the battery without your sim card and see if the error still shows up. if it doesnt its your sim, super quick and easy most carriers will provide you a new one free of charge! if its does appear without your sim its the software. still fixable but not as quick. replace the sim & battery & power your phone on. you'll need a computer and the desktop manager which you can down load if you dont have it already from blackberry.com for free. then run the app loader. the storm has the blackberry 5.0 software and you want to make sure your desktop manager matches. follow the steps from http://www.blackberryforums.com.au/forums/bis-blackberry-desktop-manager/734-use-blackberry-application-loader-load-blackberry-device-software.html and you'll be set!!!

Will not charge

Are you using the AC Adapter, or USB sync cable to computer to charge? If using your computer to charge, you will need to have USB Driver for your BlackBerry Model installed. Download and install the latest version of BlackBerry Desktop Manager software from: https://www.blackberry.com/Downloads/contactFormPreload.do?code=A8BAA56554F96369AB93E4F3BB068C22&dl=DA5FB46338C8C0DCB1039F7898184FC5It

Could also be that your USB Port on your BB is damaged. You can use an external Battery Charger to charge your Battery http://www.amazon.com/Blackberry-External-Battery-Charger-8300/dp/B002YGYLA8/ref=sr_1_2?ie=UTF8&s=wireless&qid=1263514496&sr=8-2

My blackberry ran out of battery and when i tried to charge it a white screen came up and it said app 200 error reset and when i click the reset button it just keeps coming up with the same thing

You need to workaroundthese two step's until the problem is resolved:
1) Perform a hard reset on the BlackBerry device.
A hard reset involves physically removing the battery from the smartphone and then reinserting it. To perform a hard reset, complete the following steps:
1) Remove the battery cover from the back of the BlackBerry smartphone.
2) Remove the battery, and then reinsert it after a few seconds.
3) Replace the battery cover.

2) Delete and reload the data on the BlackBerry device.

1) In BlackBerry Desktop Manager, open Application Loader and click Next.
2) Verify the correct applications are selected and clickNext.
3) Click Advanced.
4) Select the option for Erase all application data and Erase all currently installed applications and click Next.
5) Click Finish. The data on the BlackBerry device is deleted and reloaded.

Blackberry wont charge

Could be that your USB port is defective, and thus your battery is not getting charged. You can purchase and external battery Charger for your model and see if that helps to charge your Battery: http://www.amazon.com/Blackberry-7230-External-Battery-Charger/dp/B0009TCB6S/ref=sr_1_2?ie=UTF8&s=wireless&qid=1263277541&sr=8-2

I can't turn my blackberry on.

The battery has been drained too much. You'll need to get a new battery or the battery needs to be externally charged to at least 50% externally
