The only adjustment is with the throttle cable. At the clamp, adjust the cable fully forward, re-tighten the clamp. This should allow the choke to close fully. Remove the air filter so you can see the butterfly and verify it is fully closed. If it is not opening fully, then adjust the cable back some.

Does the 650 series 190 cc lawn mower have a fule filter & carborator, because mower starts and quits in about 5 secounds, where are these parts located on the motor

The carburetor should be on the right side of the engine, opposite side as the exhaust. Do you have to prime this engine to start it? If so, it is running on the prime and therefore it is not getting fuel into the carburetor or picked up by the main jet. Either way, the carburetor has debris in it and needs to be cleaned out. If the carburetor sits on the fuel tank, change the diaphram while you have it apart.

I hope this helps get you going.

My lawn mower starts up but seems like it has no power to rotate the blade. Added oil, replaced air filter and the spark plug but still has no output power.

Is the choke stuck on? That could do it. Does it rev high enough ? May need adjusting. You say you added oil was it low enough you have almost seized the engine. Just a thought

Lawn mower died while mowing and won't restart

check the carb and air filter... also make sure its not gas from last season and make sure the oil is good.
