Question about Westinghouse 22" Widescreen LCD Flat Panel Monitor
The model number is W2613. I've tried unplugging the TV, tired the remote (from cable box and the original remote to the TV), and nothing happened. The volume menu is on the screen at 0 and it's just staying on the screen. The buttons on the TV itself don't work. The only thing that does work is the picture. I can't access the menu on the TV to try and fix it.
a 6ya expert can help you resolve that issue over the phone in a minute or two.

Have you unplugged the set from AC power? Not just 'turn it off' but physically remove the power cord for 1 minute. Often this 'resets' internal circuitry when a 'power off' will not.

SOURCE: no power but ON button flashing
Quickest fix for this is probably to temporarily unplug the monitor power cord.
For your other outages, I assume the monitor is connected to a computer, make sure the operating system power-save features have not disabled the video output signal from the computer ... if so, monitor should re-activate when you use the mouse or hit a key on the keyboard.
If your computer has two video outputs, make sure the primary display hasn't been shifted to the other one ... try it by moving the LCD data cable to the other video connector on the computer.

SOURCE: TV will not turn on
HI, this is a failed inverter board. this will need to be replaced in order to restore proper functions.
This failed board is responsible for distributing the power through out the set. it has failed.

SOURCE: Westinghouse LCM-19W4
I had the same problem with my two LCM-19W4 monitors. Both failed within two months of each other. Radio Shack stocks 220uF 35V capacitors that work fine for this. You have to pay $1.49 ea though.

plug your cable connection to a vcr "in" then run a seperate cable cord from the vcr "out" to your television (which should be on channel 3 or 4) depending on your vcr setting and use the vcr to control the channel so when your westinghouse freezes and becomes unresponsive you could still change the channel and so on through your vcr and tv acts like a monitor works for me.
N.B be sure to set the volume and so on before it freezes which could be like a 1min window from turning your tv on
