If you enter the PIN and it is wrong 3 times, then the phone will ask for a PUK (PIN Unlock) code. This will be printed on your SIM card holder. You have 10 chances to enter this correctly, then you will be able to enter a new PIN.
If you don't have your PUK then I'm afraid your stuffed.
Well, actually that's not quite true. You can go to you're network's phone shop and ask them for a duplicate SIM. In my country this will cost anything between 5 euros and free. This will come with a shiney new PIN number. The only downside is that phone numbers stored on your old SIM aren't accessible.
