SOURCE: Sander will operate only at a very low level of power.

It is either a bearing or bearings that are failing and causing the sander to slow down or the variable speed switch is failing.

I can only suggest one possible solution as I had a GMC with the same problem. The harness under the hood or the one connected to the steering column at times can be a problem with good connection. Take it apart and use an eraser to softly clean the terminals. I'm hoping this fixes it as you did not give any other details.

How stable is your line voltage? The SCR phase control used for speed control is more sensitive to line voltage changes at low speeds than at high speeds. Brushes should be changed when they are worn down to about 1/2 of their original length. Much more than this and they don't have enough tension to properly contact the commutator ring. Check with power off when the tool is cold and slowly turn the chuck by hand to feel the resistance. Run it a while and let the bearings warm up. Turn off power and turn by hand again. If it feels looser when warm (which would cause it to speed up at slow speeds), the tool might need to be disassembled and bearings oiled. I use Dexron automatic transmission fluid to lube most motors. Wipe down any excess.

if you think it's freezing then you can see it at the dryer low pressure
when it freeze a/c compressor clutch is engage all the time and if evap is block from freeze air flow will be less almost nothing
it could be cause by low cycling switch the variable orifice tube
