Question about Refrigerators
The solenoid valve that supplies the dispenser is either stuck open, or has a piece of scale or debris stuck in it, preventing it from closing all the way.
The former can happen if it's getting power when it shouldn't be, such as a bad switch on the dispenser, or a bad control board. Use whatever kind of electrical tester you have and find out whether it's getting power in the off position. If it isn't, see next paragraph. If it is, then call a repair service.
The latter can happen if there's no filter on the line supplying water to the fridge. After removing the plastic discharge line, look into the valve opening to see if there's any visible debris. If there's not. Replace the valve. If there is, and you want to try cleaning it out, you'll have to activate the valve then blow compressed air through it from the supply side of the valve (disconnect the copper supply line). If that doesn't clear it, replace the valve.

SOURCE: water dispenser will not shut
Cut the water off wherever your water cutoff is. Behind the fridge or under the sink. Your water inlet valve is stuck open and will need to be replaced. It's on the back where the water supply connects to the fridge.
