So, this timer came with no instructions. What do you want for $3.99. Made cheap in China and instructions cost more than the timer.

The timer has a dial with tabs all around the 24 hour clock. They are in the down position which is on. You must pull all the tabs up in the times you want the timer off. This is different from all the other timers I have that used that have two removable tabs that are placed at the start and end times.

Put the switch on the side of the timer in the timer position.

Pins are usually up for on and down for off, so put them to on for the times you want the lamps on and vice versa, obviously you can check firstly to be sure which way is on and which way is off.

The clock motor rotates analog timer dial clockwise as time passes.
Trippers on the dial move lever that rotates a cam that opens and closes electric circuit.
To set current time, manually rotate timer dial until current time lines up with the word Timer located near the 5 o'clock position.
If the dial is not rotating oe keeping good time, then clock motor is bad.
If trippers don't move the lever, then trippers are worn down.

GE 15075 is heavy-duty plug-in-type 24-hour analog timer with pins located around dial.
Each pin represents 1/2 hour. Two consecutive pins represent 1 hour.

Question is not clear, timer is not identified.

Minimum on-off time for digital timers is usually 1 minute.

Minimum on-off time for plug-in-type 24-hour analog timers is 1/4 hour or 1/2 hour depending on width of tripper-pin-segment.
Minimum on-off time for plug-in-type 7-day analog timer is usually 3 hours.
Plug-in vacation timers are set for random on-off and cannot be set.
Minimum on-off time for box timers with 24 hour dial and wide tripper is 1 to 1-1/2 hours
Minimum on-off time for box timers with 24 hour dial and narrow tripper is 1/4 hour.
Minimum on-off time for box timers with 7-day dial is usually 3 hours

How do i program the 24 hour timer by woods?

You posted under Woods indoor plug-in 24-hour mechanical timer.
This particular timer:
Rotate dial until current time lines up with words: 'time now' located on inner dial
To set on-off times, look carefully at dial that rotates.
There are tiny pins that stick up on the dial.
Each pin represents 1/2 hour.
Use fingernail and click pin outward for each half hour you want timer ON
Leave pins inward for each half hour you want timer OFF
Next, plug table lamp into side of timer.
Last step, plug timer into wall outlet.

GE 15075 is a plug-in timer.
Before you plug it in, set the timer so you're not bent over at the receptacle.
Rotate dial until current time lines up with triangle located on inner dial.
There are movable pins located around the dial.
These pins cause the timer to turn on and off.
Pins out = timer on
Pins in = timer off
plug in your lamp and the timer turns on and off.
After power outage, set current time again.

pull the pins up for off, down for all, so pull all the pins up then push down the pins for the time you wan the time on
