you can contact ebay on the hompage on the left hand side you will see a contact us tab click that another page will open with answer centre also eBay explained and security centre click on security tab another page will open on the left hand side you will see live help click that you might have to wait for someone to become available or you can talk to an automated voice explain in detail your problem with the live help you should get the appropriate help
if you paid using paypal log onto your payal account open up a dispute in resolution tab you will have to find this tranzaction and copy the details down (date/item no/etc...(write them down) make a list of problems you have with the seller to make a claim
