Question about Hardware & Accessories
The timer is installed correctly & otherwise working fine, all 4 wires (hot, load, neutral & ground) are present and connected to their respective terminals. Programming was also fairly simple. My only problem is that I am unable to set the current time. (Year, Month, Date, Day, hour & minute). The instructions for setting the clock are clear, but those instructions do not work for setting the clock. The "time" button appears to be no-op. Also the link that someone here is referring folks to is **not** the correct link for the current model of this timer even though the model # is identical. The instructions you are linking folks to apply to an older model (which has the exact same model number) but completely different instructions and the buttons aren't even the same.
Give us the model number so we can see what you're talking about. Tell us what link you have tried, and how the instructions seem to be different.
Display showing no-op is sometimes associated with defective timer, bad battery. Resetting timer will clear memories and restore functionality in some cases.
Attach photo of timer, or description of timer.
Add if this is new timer or if timer worked before, and what load the timer controls
Do you have correct instructions for timer ?... scan the manual into .pdf format. and then post the .pdf manual on your website .... then post link here to assist other folks with same problem.

A) 5 terminal ET70115C.
Voltage selector set to 240.
B) BUT you say you have 120Volts from breaker >>> confusing, so I'm proceeding on basis that you meant to say 240V from breaker.

C) Review timer:
5-terminal ET70115 timer has NO and NC terminals
NC is normally closed >> this terminal has power when timer is OFF
NO is normally open >> this terminals has power when timer turns ON
For water heater, you want NO terminal 4 so water heater turns ON when timer turns ON
D) Wire for 240Volt water heater
Two hot wires from breaker connect to terminals 1 and 2. This powers timer clock.
Jumper wire connects between terminal 2 to terminal 3. This sends power to the switch circuit.
Wires to water heater connect to terminals 1 and 4
E) 5-terminal timer turns off 1 hot wire to 240V water heater.
Turning off 1 hot wire will stop 240V circuit from working; Water heater thermostats also turn off one hot wire.
240V water heater has black and red wire.
Wire from terminal 4 should connect to Black wire on water heater.
Diagram shows two wires on terminal 1
Two wires on terminal 2
One jumper wire on terminal 3
One wire on terminal 4
Zero wires on terminal 5

I research and test timers and would enjoy discovering what timer you have.
1) Open following links to identify same-similar timer and download manual:
Add a comment and say which (if any) match your product, and which are similar.
2) Add a comment and include photo of your timer.
3) Add a comment and describe each button in sequence, and how buttons are arranged, and if this is plug-in or in-wall timer, direct-wire, or box-type timer, indoor-or-outdoor. Include approx size of timer and if it has 2 or 3 prong outlet, if timer has outlet.
4) Add a comment for more free help.

Woods 59018 single-pole 7-day 7-program timer, color white:
I test timers and 3-5% arrive defective, and they never work. Some stop working within 1 year, and some last quite a while.
Timers are affected by line interference and polarity issues. So wiring in home has to be correct before timer will operate as expected.
Timer has to be installed correctly with each wire correctly connected.
Press manual override button and see if lights turn on-off. This will indicate if your timer is wired correctly. If lights do not turn on-off with manual override, the open link above for wiring instructions.
To begin programming, reset timer by pushing in the round reset button with toothpick or paper clip.
12:00 am Mon should display.
If the above items are all correct, then defective timer is suspect.
If you try multiple timers, and each timer has same problem, then line interference or bad wiring is suspect, or you are buying from somebody who has a bad batch of timers.
Try wiring same timer at neighbor's house and see if it works there.

If you want someone to talk to you, you will have to pay for phone help.
Here are the simplified instructions.
Press Mode to step thru various options, you only need to get to CLK.
Then set the hour, minute and day of the week first.
If you want the timer to go on & off at the same time for 7 days, you must program 7 times.

Setting the Time of Day
Press MODE to go to the Clock (CLK) settings. The display will flash with 12:00 AM.
Press HOUR+ to stop the flashing.
Press HOUR+ and M+ to set the current time in hours and minutes.
Make sure that AM and PM settings are correct.
Note: The day of the week is shown at the bottom of the display. If you have not programmed the calendar settings,
be sure to also set the current day of the week while programming the current time. To do this, press DAY until the
correct day of the week is shown. The CLOCK settings are now complete.
Press MODE to go to the first PGM screen. See Fig.9
Use DAY, H+ and M+ buttons to set the days, hours and specific times that you would like the timer to turn ON.
(NOTE: Be sure the word ON is displayed when setting the ON time.)
Press NEXT ON/OFF to program an OFF time.
Repeat the same steps for all 7 ON/OFF operations, if required.
