My van is having a hard time turning, would this be the power steering pump going out and if so how can I fix my 1998 Mercury villager

It could be or the steering rack . The power steering system uses a CII type power steering pump (3A674) and a power rack and pinion steering gear.

If you never replaced either of these parts before suggest you take to a ASE certified repair shop .
Pump Flow and Pressure Tests Before performing pump flow and pressure test, complete the following checks for conditions which could cause loss of power assist. Take corrective action if necessary.
  1. Check power steering oil reservoir (3A697) for proper fluid level.
  1. Check tires for correct air pressure.
  1. Check drive belt (8620) for proper tension.
  1. Check power steering pump (3A674) for correct model and vehicle application.
  1. Check for correct size power steering pump pulleys (3A733) on power steering pump and engine.
  1. Check entire system for damage. Replace parts, if necessary.
If the above items are correct, or have been corrected, and the loss of assist still exists, test power steering pump flow and pressure to determine whether the trouble is in the power steering pump , power rack and pinion steering gear or hoses.

Check the air duct hose between the air mass flow sensor and the throttle body maybe cracked , if it's not check your mass flow sensor if you have check engine light on ,it's better to scan your car by OBD 2 scanner

Power steering pump is wining

Mr. White, for the Power Steering starting winning four things are happening. 1. not having Power steering fluid enough in the fluid can, Check it. 2. The Pressure and one way valve either is seized, blocked from any dirt, 3. The Power steering pump itself worn inside ( blades worn) or 4.any Dirt ( mud ) built up inside if the fluid never changed and makes narrow flow of fluid and dropped the flow pressure.

Whining sund when turning the stearing wheel

most likely it is your power steering fluid is low, or the power pump is going bad, or your serpetine belt is loose. The power steering pump is located behind the motor on the right side, you will have to remove the radiator over flow tank.

The steering wheel is very difficult to turn and it has power steering

It may be an electrical problem. Steering assist can incorporate a solenoid, and even a controlling module in some cases, to regulate the pressure flow of the power steering fluid, thus increasing or decreasing the effect of the power steering. At slow speeds or stopped, it should be allowing full power steering assist. So a light is on? It has probably communicated to the pcm to set a trouble code. Have a shop check it out.

No power steering

Ok here ya go jack up the front end and secure it from falling. Then with engine off turn full left and right, have the key on far enough to get the steering lock off. If it turns fine start the truck and do it again look for any leaks and listen for any weird sounds. Make sure the steering fluid is full before you do this. If there is a issue both off and on, engine that is, that's a good sign that it's your stearing gear. If it's only when you have engine running the it's ether your pump not pumping or your power steering portion of you steering gear. One way to check your pump is to take the out flow hose off and make sure you have good flow out of it with the engine running, don't do this for to long. Just long enough to see if it works. Well I hope this helps.

Water accidently pet in power steering

You need to drain the power steering, it won't be working fine if u don't correct it now. You must remove one of the hoses, start the vehicle while someone watches the flow of fluid, as soon as it stops draining, turn off the car, reconnect the hose, and fill w/ the proper fluid. To get the air out of the lines, (after refilling to cold mark),start car, turn wheels back and forth several times, recheck level, repeat if necessary countrycurt0
