SOURCE: unable to load dos prompt
This is probably caused by a virus. Try scanning it with your antivirus program, after you make sure your virus definitions are up-to-date. You can also run Trend Micro's Housecall if you have an internet connection. It is free. Just do a search for it, run it, and see if it finds anything.
Hijackthis is another good resource to try. Find a copy on the internet (it is free) then post your log that it makes on a website for others to help you find the bad files that are causing the problem. ASP free forums has this type of help.
FYI- another way to start the command prompt is to go to Start > Run > type cmd >hit enter. You can try to see if it starts this way, but I bet it is a virus or other malware.
