What you need to do first is add the bank account information into your Paypal account profile and then after that you just add your credit card. After you add your credit card, simply delete the savings account and it will no longer be saved in your Paypal account. Paypal can no longer legally use or take money from your savings account after you delete it. Then you can just use your credit card when you want to make a purchase and your deleted bank account will never be touched. This is the only way to add your credit card and become "verified" Paypal does not let you just add a credit card

I had similar situation, just get customer support they can find it faster then you.
Also i would start out as a new paypal customer by having them delete that account and just make a new one with in that 24 hrs.. So that you can start out fresh and know that this will be your only account, reason you probably made a account before but don't remember that you did and used a different email address or lost password.
I had to do the same thing because it was conflicting with my bank and for 5 months i was doing what you are now looking because you did not want to contact customer support and then i called fixed with in 2 mins and was easy to fix after.

Get a new eBay and a new PayPal account - much simpler and quicker in the long run.
The customer support does work - but it isn't always as quick as you would like.

In Europe they are 1.5 euro in USA and northern America (Canada included) $2. What will be the denomination you'll receive in your account depends on the type of your account and the policies of your bank. In your case it will most likely be automatically converted in canadian $.
So you must make sure that your account can be used with foreign currencies and for foreign transactions - check that with your bank.
