You'll have to take in to a T Mobile store to find out if the tablet is compatible on their network. Not all cell phones are.

Have you pressed the reset button on the back - pinhole - press it with a pin its a long shot.

The real fix is to go into recovery mode using the power button volume up combo. Then select the restore tablet option.

If none of that works you will have to sideload or reinstall using an sdcard a replacement OS - Try cyanogenmod - your tablet will have to be rooted and have the cm bootloader installed however - tablets are not easy things to repair when the software goes belly up.
