Contact PayPal. The 402 number is a phone number for PayPal. The charge is for something paid by PayPal. Remember way back when, when you signed up for Paypal, and you had to provide a bank account or credit card as a backup billing method? That's what that charge could be. Maybe it is Paypal using your backup billing method to cover the shortfall because you don't have enough in your Paypal account or bank account. If the charge is fraudulent, dispute immediately with both PayPal and your bank issuing the credit card.

Login to paypal and add your credit/debit card.

You have to go to the pay pal account, sign in and register the new credit card.As far as funds going to another card, with it your card? If not , I would contact pay pal about someone else receiving your funds. .

You can get a debit card from any of the nationalized bank near by.

Well the solution is very simple my friend. Set your Visa Debit card as a Visa credit card and that's it.

You want to change your credit card information on paypal?

Go to www.paypal.com
Login
Click on the profile tab and scroll down to add/edit credit card
Click on the edit link on the right side of the credit card you want to edit.
From there you can change the address or expiration date of your card.

If anything else changes with your card other than expiration date or address, you will need to add a new card.

From that same projile tab and add/edit credit card, go down about halfway and click the orange add card button.

From there add the requested information. At that point if the other card you had in there is obsolete, you can click on the remove link on the right side to leave only your new card visible.

You have to remove current active card from paypal account. The add or link another credit card to paypal & verify it.

Then you may pay for item by this credit card.

Yeah you can creat a paypal account and pay using a credit card. My paypal is connected to my master card.
