Every battery replacement includes watch reset as well. If it was not done properly by watchmaker, then you are eligible for full refund and even can ask to fix the watch, as it was in working order before you gave it to jeweller.
This will not solve the problem, but at least it will make you feel better.
Next time you need the battery replacement, find the nearest watchmakers shop - not the jeweller. They are usually under one roof, but the trades are completely different and no jeweller can do the watchmakers job, as this takes years of learning and training.

I haven't been able to locate your watch but since watches tend to be similar in operation, I suggest that you look at the instructions for my watch and try a similar settings.
Go to "http://ftp.casio.co.jp/pub/world_manual/wat/en/qw2735.pdf" and instructions for a Casio watch will appear. Go to page 4 and read instructions under "to adjust analogue time".

As you have not mentioned the exact model number of your watch.So the exact reset procedure to set hands,will be bit difficult to mention.But in most of the E.Howard radio controlled wrist watches this is the basic procedure-------- And about mentioned that time is not getting set after replacing the battery,for this problem i will say that is signal problem.You watch is not receiving the signal, so the time is not getting set.Many other users too face this same problem, that after replacing battery the time hands not getting set,but it starts getting set once the watch receives signal.In some cases it takes more time to receive signal.Press T1 and T2 together for more than 3 seconds then reposition the hands as
The regular procedure to reset time is ,Select perpetual Date or Seconds on the LCD display merely by pressing the recessed button on the 3 o'clock side (notice there's no stem!).
