They should be able to handle any plumbing problem thrown their way, however a license is just a piece of paper that often isn't worth the paper it's printed on. My advice, ask friends and neigbors who they use. Call some realty mangement agencies and see who they use to fix their plumbing problems. Check references but remember they can use friends or family members to pose as satisfied customers. Check with your local better business bureaus and use hardware and lumber yards as places to get references. Never ever pay all of the price of the repair up front. If he needs material then have him give you a list and you go buy what is needed. If you trust the person enough to advance him money for material, make sure that you get lein waivers for the material or you may wind up paying for the material twice. If he buys material and uses it on your job and does not pay for it then by law you are still responsible for paying the person who supplied the material.
Also pay in phases if it is a large job. You may want to pay a quarter down to get the job going, when work has reached an agreed progress pay another quarter, and so on. until final payment is made upon completion of the project. Don't let some sooth talking salesman sell you stuff you don.t need and don;t let them cheat you out of your money. There are too many honest people out there. If it sounds to good to be true it probably is. Also make sure they have liability insurance and workmans comp for any employees they have. Good luck and I hope this helps
