Did you measure the continuity of the primary and secondaries of the transformer which drops the line voltage to supply the front panel? Any chance you could scan and post the "mini-manual" that comes inside the unit? I repair just about any kind of control board / system out there, in case you might be interested. Is everything 240V in there?
If not, the switch may be on low voltage, and the fan controlled by relay.
Check that the switch is actually moving when the switches are moved. Sometimes they don't link up because the mouldings are a separate unit to the switches.- May even feel loose.
