I believe this says "I would like to change to a better modem. I currently have DishNet for TV and home phone service and I need help achieving better phone calls." From what I read Dish bundles your service "with our notable partners" and doesn't provide the phone service direct through their equipment. Maybe for VoIP but I didn't read anything on that.
Based on the limited information provided... assuming you have a cordless phone, I'd attempt to determine if you have interfance happening from another device (microwave, WiFi, etc..) or just buy a new cordless handset.
