Question about Toshiba Computers & Internet
Is it in sleep/hibernate mode? If it was shut down it should be quiet.

Normal defaults are when lid is closed "Shutdown" and when Power pressed to "Hibernate". Go to Control Panel and select Power Options. Under heading of Power Scheme select the Option you wish. I feel like you want to select Portable/Laptop (XP Pro) and make your changes. Click on the Advanced Tab to select what the Power Button does when pressed (Shutdown) and "When I close the Lid" (Nothing). (Well, those are my settings)
Click on Hibernate Button and un-check "Enable hibernation". When you accept these changes Toshiba will send a message stating that "Toshiba Power Saver mode will be disabled" click OK then click OK again to exit. Try it out.

The battery seems to be short please remove the battery and use the laptop with the power adapter only to confirm the issue.
