Question about Radio Communications
It sounds like an older model, in the early 2000\'s the FCC required all scaners to not tune the cell phone frequencies however it was not illegal to own one. People are looking for these older units.

You probably locked out all the banks. Look at the top of the display, you should see numbers from 1 to 10. If you don't, press 'scan', then press each key that corresponds to any missing numbers (I'm guessing that all but the number '1' are missing). As you press each key the number will reappear at the top of the display.

SOURCE: scanner problem
To unlock a channel, press 'manual' & keep pressing it until you reach the channel that's locked out, then press 'L/O'. Repeat until all channels are unlocked.
To program, press 'manual' until you get to the first "empty" channel, then enter the desired frequency using the keypad, then press 'E'. Repeat as needed.

For some unknown reason, Uniden assigned a very similar model number to two very different scanners. The 30 channel scanner you have is a BC60XLT-1, where the 10 channel version is a BC60XLT.
