1991 1 dodge Dakota 4 cl won't start when it's cold out but after the weathers warms up its fine. I replaced the fuel filter but don't believe that was the problem

Fuel Filter -- doesn't know or care about the temperature

Are the Spark Plugs in the motor over 3 years?

Thermostat -how old is that ?

Oxygen Sensor --over 100,000 miles,replace it

Plug Wires? How old? & dist cap

What your saying-- is when cold-- it is in open loop & won't
run until warm & in closed loop.there is some clue to what
to diagnose

Are all the vacuum hoses on according to the diagram
under the hood ?

What is the fuel pressure at the schrader valve on motor,
with & without the vacuum hose on pressure regulator?

Is the battery any good-test it

Won't start in Cold weather in Warm Weather it's fine

without actually hooking up a scan tool and looking at the pid data i would say you have either a coolant temp sensor issue or intake air temp sensor issue.i have seen alot more coolant temp sensors bad than the intake air temp sensors tho.

What does a loud clicking noise indicate that seems to quiet as the engine warms when cold starting a fuel injected dodge pickup indicate

The oil may be to thick or a partially blocked pick up (check the sump for a big dent) Lack of oil changes will also cause it as the oil starts turning to sludge & partially blocking things. As the oil warms it gets thinner allowing it to pass around the motor easier. I DON'T recomend the oil flushes. The motor may have to be partially disasembled eg: sump off to clean pickup or tappet cover off to replace lifters etc... Start by changeing the oil & filter with the recomended grade.

My dakota won't idle when cold but idles fine when warm. it also skips in low rpms

YOU NEED NEW SPARK PLUGS AND WIRES.REPLACE FUEL FILTER,CLEAN FUEL INJECTORS BY ADDING CAN OF SEAFOAM TO 3/4 TO FULL TANK OF GAS SEE IF HELP PROBLEM.IF ENGINE STILL MISSES YOU COULD HAVE WEAK IGNITION COIL AND LOW CYLINDER COMPRESSION.

How about the pick up coil in the distributor? A trick we used to use back in the day was to tap the distributor housing with a hammer, key word tap. If the engine missed or stalled than the pick-up coil was replaced.

I have a 1996 dodge dakota pickup has trouble starting .....

Not knowing your truck, I'm not sure what Dodge calls it but there is a device that monitors the ambient temperature and sets the fuel-air ratio accordingly.
The "Idle air control" can be used for this in some makes. If this or some part of it has failed, the mix is probably not getting enriched enough to ensure reliable cold starting.

1990 dodge colt,does not want to start in the cold

If it starts with a shot of WD-40 then fuel delivery is obviously a problem when cold. If intake air temperature sensor ( for one) is telling it that its still real warm out, then it won't give it enough fuel to start on a cold day, which requires more fuel.
