Ensure the throttle Cale is actuating the throttle lever on the carberator. If so, then the trouble is in the carb itself.

Does the unit have jet screws marked H and L? Turn (both) CW to stops (lightly), then turn each CCW 1-1/2 turns. This is a basic setting that should allow the engine to start and run. Make sure the fuel filter, air cleaner, and muffler are not plugged. Start the engine and allow to warm up, pull the throttle full on and adjust H needle CW until the engine starts to speed up, but continues to 4-stroke. Proper adjustment is when the engine 4-strokes unloaded, but immediately 2-strokes when trimming. Allow to idle and adjust the L needle CW for better idle, but allows the engine to 'follow the throttle'. Adjust the idle speed screw so that the engine continues to run, but doesn't run the cutter bar. Hope this helps!

Murray 22in throttle-free push mower

Throttle cable probably needs adjustment. If not adjusted properly it wont go to the shut off position. There is a clamp that should be on side of the engine, loosen the screw on the clamp, then move the cable-try pushing it forward or backward, but not more than 1/4 inch at a time, tighten after each adjustment. Engine is shut off while adjusting, once tightened crank the mower and see if that improves it. You will just have to try each direction until you find which way it needs to go.
