Sounds like your trying to create a new account rather than login with an existing Apple ID? If you look in the iCloud settings do both devices have the same account there? If not log out of icloud on the one which has the incorrect account and login with the email and password used for icloud on the device configured correctly.
You can go to iCloud.com and ask to have your password reset. You however must know what email account you used when you registered. iCloud will send you a link to your registered email account, follow the link and reset your password. Write it down somewhere.
You need the email addresses and passwords to log into those accounts. Google will be a gmail address and the icloud would be whatever email address you used for it. After that go to your g+ page for the Google account and hit photos. The icloud I couldn't tell ya don't own one.
Your iCloud ID must be an existing email address. If you entered in an email address that is not your own after selecting a specific option to get an iCloud email address and use it for your Apple ID, then you must log in to appleid.apple.com: Apple My Apple ID
You will edit your Apple ID & Primary Email address there. The new address must be an existing account you have at another email provider. This is the most common cause of this problem. If you did all of that correctly, and have not gotten the verification email, then the Apple ID website will have an option to re send the email.
