Question about Washing Machines
Cleaning the filter and pump, blowing down the pressure switch tube to make sure it is clear and removing the outlet hose from the pipe to ensure clear exit.
Is it an old machine with physical switches (push to hold etc) or electronic ?
As a starter....make sure cycle on switch is off then plug in..... wait for few minutes while it sets its programmer... the light should settle. Attempt a wash. If it's still flashing erratically... main board might be blown or motor burnt out......or the rubber band may be disconnected from drum. ...

If you are certain that all pipes are clear, then you may wish to check the pressure pot & pressure switch ( & small hose joining the two as this could be telling lies to the program unit. If the machine is emptying but the switch fails to read the level correctly, it can cause the same sort of error problem. Pressure pots can fill with the "grey soap gunk" and switches pressure are a reletively common fault also. Good luck

like the anchor idea?, no sorry, this does sound like the water is not getting to the machine, so, when you turn the machine on does it make a slight buzzing noise, if so the fault is no water in the pipes to the machine (from the house), if no buzzing check the solenoids with a multimeter for open circuit (removing the 2 wires first) oh and the plug obviously / replace solenoid if needed, i am sure this will cure your problem, if so rate me please, thank you

The solution is a faulty solenoid valve, either the hot or cold valve depending what temperature you are using.
Replacing the valve is easy turnoff machine unscrew hose, remove 3 srcews to lift control cover, slide out locking tab, unclip wires the replace valve which cost about 30-$40

Error code E15 means pump time out, that it is to say the water is not pumping out enough in the time alloted by the control module.
There must be some kind of blockage or restriction in the pump or the outlet hose, so you need to check these.
