I would reset to factory defaults(in the manual or online). It usually takes a long time on the first boot, but it shouldn't take that long. Another thing to help speed it along is to ensure that the battery is fully charged and leave it plugged in while booting the first time.

Tap on the User Guide to read the manual. For the Kindle Fire, swipe down from the top of the screen. Tap More and then tap Help & Feedback. Then tap User Guide.
1. Charge it until it is fully charged.
2. Turn it on.
3. Connect it to your home wireless (WiFi) network as per the instructions in the set up guide that came with the tablet.

How do I switch from Kidz Mode to Mommy Mode, and vice versa?
To switch to Mommy Mode, simply tap the Menu Key, select Mommy Mode, and enter the password to exit Kidz Mode. To switch back to Kidz Mode, simply tap the Applications View, and then tap the Kidz Mode Icon.

hmmm it appears that file maybe missing on the hard drive of the pc and when its restarting like that its encountering a blue screen of ***** because it can not load that system required file now there is a way to fix this but you can expect everything to be placed into the windows.old folder if done right but you will need a second pc to do this
First: https://www.fullversionforever.com/windows-xp-black-edition-latest/ download the file here but instead of placing the ISO image onto a USB drive with the program they say to use you can burn this file onto a disk using window's built in tool or IMGburn (built in way: right click on the ISO file and click burn image and this will burn windows XP BE onto a typical 700MB disk (WIN XP BE isnt a normal windows xp version but will be supported by MS up to 2019) plus the install will be like installing XP but just refreshing it long as you dont format the hard drive (EG: do not format during the install setup)
Second: install a well good known antivirus such as AVG or Sophos home antivirus
If we had a clarity on the OS you are using it would have been easy. Do not try to change the mode. Shut down the comp and then try to restart, as it starts then tap the F8 key on the keyboard. We'll get the option for Safe mode. If still you do not get through.
Not being sure why you want to goto safe mode you can always use a plug an play external CD ROM. In case the issue is not resolved for safe mode you'll need to repair the Windows.
