Question about HEWLETT-PACKARD Hewlett Packard HP ProBook 6555b - Turion II P520 .3 GHz - 15.6in. TFT (S7840144) PC Notebook
I have kept restarting but the battery charge light only flashes but the laptop does not start. Checking the battery with a voltmeter shows that it has a charge of 10.8 volts which is the correct rating according to the manufacturer.
Check your Adapter Cables properly connected or take your battery from the Laptop and put it back. Then try restarting. If nothing helps check your Adapter with another same model Laptop. If the Adapter working well then your Battery is dead!.

flashing battery light is normal when the battery is empty ,and the orange led should become steady when you insert charger then it should turn to blue and after the battery is fully charged the led is turned off, i think the problem is that no charging happens check your adapter and the DC input

Remove the battery, Plug in the AC charger. Push and hold the Power on button for 45secs. If this doens't reset. The fault is most likely the System/Motherboard. If the unit is under warranty, contact HP and arrange a repair.

Okay, if the unit boots okay, and only getting to 80% charge it could be a Windows 7 issue not reporting the charge correctly. Check the Microsoft Knowledge base for a resolution.
Otherwise it could be a faulty mainboard.
