Question about Whirlpool Dryers
What was the original problem? If this issue is different than the original, I would ensure that all connections were made correctly. If this is an OEM control board that may work in more than one type of dryer it's possible that there are some jumpers on the board that need to be moved. These jumpers connect small pins sticking up on the board that cause it to behave differently for different models. Look at the old board and compare it to the new board and move the jumpers accordingly.

Elsewhere on this forum a fix was given that is rather easy. Someone in your home has activated the child safety switch. On the lower right hand side of the control panel, hold the bottom button in for 3 seconds until the light goes out.(safety control lock switch)
