You can either update your firmware, which will fix the problem in most cases. Or try the following, switch off the phone, take out the battery and check battery connections. If they are clean you might want to try fitting a new battery. This sometimes fixes the problem. There may also be a camera disallignment, in which case you may need to take the phone to a service center and get it fixed under the warranty.
Is it the camera within the phone that is not working? Do you have too many pictures in your phone and it cannot fit any more? If your phone is full then it will not let you take pictures. Try loading the pictures to the cloud or your pc and then restart the phone.

But i will give you advice regarding this problem, many phone i experience fixing is the same problem you have, usually camera module are only dislocated due to dropping the phone to the ground,by fixing this, you just need to dismantle the back panel were the camera is near attach by using a precision screw driver,try to detach the camera gently and attach it again or just simply push it inner so that the camera will contact the connection on the interface of the board.
if this method does not work? bringing it to a service center is the best choice to fix the problem,either they'll check and fix some components or need to replace the camera module.
Hi, I have the same problem, If you were considering a restore, don't bother, still same problem, a restart doesn't work, NOTHING WORKS to get my camera back!!

The problem is caused by a loose cable connection or the connection from the main board of the phone to the camera not being connected correctly or not at all. The easiest fix is if you have a repair store near by you can drop it off and have it fixed or if you know your way around electronics you can just reconnect the flex cable to the board and viola it will work.
