If the battery is depleted and/or the power supply is bad and/or the power connector is bad the computer will not function, nor will the wifi, as it needs power to work. It is up to you to decide if what is on the computer is worth repairing. Typically, prices for batteries are around $80, power supplies have a wide range, power connectors often require service desk fees, and to do a bench test to see exactly what is wrong average $200.
If you can recover what you feel is most important elsewhere, I would suggest replacing the laptop. If what is on the laptop is important enough to justify the costs... you have your answer that way too.
