This hp SimpleSave external hard drive works fine on WIN 7.
Do you have PnP device installation enabled under Win8?

I have one of those portable passport WD hard drives, i had the same issue. But when i tryed the pc rear usb ports it worked fine, you can also just look up drivers for your HD and install manually

I got one with the same problem. I opened up the case and hooked up the hard drive to a generic usb to sata adapter that i picked up on ebay and it works fine now if a bit clunky looking.

It was primarily designed to help recover lost partitions and/or make non-booting disks bootable again when these symptoms are caused by faulty software, certain types of viruses or human error (such as accidentally erasing your Partition Table). My hard drive became unusable a couple of times after I unplugged it without ejecting it first. Testdisk fixed my hdd and restore all my lost files.
