Not surer what your question i, but...You can program your "Power Button" to do a lot of things or even nothing.
To program go to "Control Panel" "Hardware and Sounds" then select "Power Options".

When the page loads select your Operating System.
Then lower down click the heading Audio.
Now click the download button.
Install the drivers by double clicking the downloaded file.
You may also want to install the other drivers that are available for your computer, like chipset, LAN and VGA drivers.
try to remove the power cable on that product and then hold the power button for 8 secs. Reinsert back the power cable and press the power button. If it won't turn on, then the power supply is the main cause of trouble. Contact dell right away for repair...
power off system , disconnect power and press and hold power button to discharge stored power, then remove memory module 1, then reseat it by inserting it with the levers extended to the sides and press down with thumbs until the levers snap in place vertically on their own. if no change, replace module.
