Question about Tablets & eReaders
First you must use a high powered wall charger for tablets/ipads.
the reason it keeps turning on and off is because there isn't enough battery for it to allow itself to stay on
when it is turning off there is a spinning thing that appears. plug in your charger at this time and this will stop it from trying to reboot.
if it needs the charger plugged in to try to turn on i found a neat trick that might work. you have to hold the home and sleep/reset button as soon as you see the logo screen to make it reset before it fully boots. do this over and over for about 40 times and it will eventually let you get on the tablet long enough to hold down the power button and slide to turn off the ipad.
you might be able to mix both of these fixes together for a easier and less time consuming experience but i dont know.
a dead battery may also be the cause for this and with this you will probably have to send it in to get repaired unless someone else knows how to get a spare battery and replace it.
