Is the 106 volts measured when connected to the gas valve.....or is the 106 volts coming out of the pc board unconnected? If you are measuring the 106 volts on the gas valve the problem could be with the valve. The next logical problem would be with the valve with sufficient voltage coming out of the pc board.

Boiler ignition failer

Try adjusting the gas to air mixture and flow rate. I don't work well in very cold weather, either. I think that's fairly typical. Even a diesel engine is difficult to start in cold cold weather. Perhaps heating the room where the boiler is would help or at lest insulate the room well. Including stopping any drafts that may be causing a windy condition in or around the combustion chamber.

The modern boiler or furnace requires the exhaust fan to start first and then the igniter and the gas. As a boiler ages it seems to develop a "late" igniter though this usually results in a whoomph sort of noise that causes no trouble.

If the igniter is so late it causes an explosion it cannot be good and is potentially dangerous and probably damaging to the boiler.. It might help to move the igniter closer to the gas jets but it would be better to entrust this most important and safety sensitive adjustment to a qualified engineer who would be properly insured and who would have to take responsibility for the quality of the repair.

Check to see if there is voltage going to the Hot Surface Ignitor when you first try to fire it up. If you have voltage but it fails to glow, the hot surface ignitor has failed and will need to be replaced.
Also ensure you have proper flow through your boiler......make sure you have water flowing through the boiler and, if there is a flow switch, check the voltage across the two terminals of the switch......check each to ground for voltage. If you have voltage, then check the voltage reading across the two terminals themselves, you should read 0 volts across the terminals (indicating the switch is closed).
Hot surface ignitors are "wear-n-tear" items and should be the first place to check.
I hope you find this information to be very helpful to you moving forward.
Please let us know if you need further help. :-)

Boiler won't fire even though the pilot is lit

Check if the ignition plug works. Upon putting your boiler on, a spark will normally trigger the
the firing. Then, check the ignition transformer if it works. Check the secondary voltage which is between 15000 to 20000 volts to trigger the ignition plug and the boiler to fire. If no spark,
have your ignition transformer replaced to make it work.

what size of gas line is going into boiler and water heater? is it black iron ? natural gas or propane? have you checked gas pressure at water heater and furnace ? if they work fine individually then you have a problem with incoming gas pressure. Call gas company and ask them if they would come out and check gas pressure.
