It might be your signal source. You do not give enough information to properly diagnosis the problem.

If the signal is a product of the ott box than go to settings and find display. It will tell you how to make screen size to fit your screen.

How do I enter the service menu on an Emerson EWF2004 CRT Television? (Pictures of the OVERSCAN ISSUE will be provided if needed.)

Older sets had vertical and horizontal size controls. If you have the horizontal size control, turning it counterclockwise will reduce the size of the picture horizontally and reduce the overscan.

I think you have overscan enabled.
I don't know anything about that specific TV, but that's the magic word you're looking for.

AOC monitor 2436vh does not fill the screen using the HDMI connector. There is a 1 inch black border around the window. Controls to stretch the display are locked out (not accessible) when using that...

The "Best Solution" fixes a problem that is unrelated to the original poster. anononline19's solution is to fix the entire OSD being locked (displays OSD Locked when the menu button is pressed).

Original poster's problem can be fixed by changing your graphics card's "overscan" settings.

Overscan on ATI cards:

Overscan on nVidia cards is currently not supported.

Overscan????

Dear customer,
You can fix it by right-clicking on the nvidia icon in your system tray, going to "TV Out" and then in there is a box under "Screen Resolution" (I think that's what it says) where you can click to zoom in or out, or move the screen up,down, and to the sides.
Or else your problem is  with the ratio of the signal, make sure the cable box is set to match your tv style (4x3 or 16x9)and the video output is set correctly (480p, 720p, 1080I) the set will have MORE format options on analog channels (480I) than on HD channels as the HD signal also controls the format shown by the set and also change the aspect ratio to fit your screen.. that'll solve your problem..
