This is a 2 stroke engine so it must be spewing Gas/Oil mix out of the carb.

What is the proper way to clean a 820A echo carburetor?

remove it , dissassemble it and wash in clean petrol or carby cleaner
blow out all holes with compressed air
fit all new rubber bits
don't use e - fuels as most small engines will not run on the fuel
use the correct ratio of oil and fuel in the tank
use only 2 stroke oil --not engine oils

I have a echo pb755h backpack blower that has excessive oil in the air cleaner

Your main jets check valve may be damaged or crudded up so that the minor backflow from the engine pushed fuel out the carb into the air filter. The gasoline part evaporates and leaves the oil behind. Hence the oily air filter. This condition might be remedied by using a fuel system cleaner or it may need to have carb service. If the carb is a cheap enough unit you may consider just getting a replacement if the backpack was a decent high dollar unit.

Be safe and good luck!

Only three months old and used twice now it won't start we chnaged the gas brand new with new mixture. It boggs and just dies. ECHO PB250

My research shows that a consumer gets a 5 year warranty and a commercial user gets a 2 year warranty on any Echo equipment they buy. Could you consider getting some warranty service on this unit since it is still under coverage? It sounds like a fuel delivery problem (carburetor adjustment maybe), but I also realize that some of the newer "rotary" type carburetors in use don't have the Low and High speed mixture adjusting screws like the old-style diaphragm carburetors that preceded them.

I have a Echo leaf blower and I can get it running but then it's cuts off after just a few seconds. It has new plug, air filter and fuel filter. What else could it be?

The carburetor could be dirty and need a good cleaning and you could first remove the fuel pump cover (cover without the vent hole) to the carburetor and look for the small, round, fine-mesh screen. Sometimes it gets covered with dirt and debris and has to be cleaned as it allows the fuel to flow into the metering side of the carburetor.

ON MY ECHO PB 230LN HAS NO POWER.SCREEN HAS BEEN TAKEN OUT OF EXAUST ,NEW CARB KIT,OLUG AND FILTTERS. STARTS FINE,IDLES BUT WONT PICK UP SPEED

I think you are on the right track with removing the screen from the exhaust, but I feel your exhaust blockage is further back...possibly in the muffler or ,most likely, in the exhaust port itself. To check, remove the muffler and visually inspect the muffler port. If it is clogged, rotate the piston to the top of the cylinder and using a dull small screwdriver, chip away at the carbon until you have it clear. don't chip too hard, you don't want to damage the piston. Use some compressed air to blow away the debris. Lower the piston and blow away any stray debris that might have ended up in the cylinder. You can test run with the muffler removed, but only for a few seconds, and it will be very loud.
If the muffler port is clear and the test run without the muffler doesn't cause a significant difference in the engine speed, then the next course is in the carburetor. Most of Echo's current products use carbs that are not adjustable, therefore the carb must be rebuilt or replaced.
Good luck!

My echo blower loses power during blowing

Sounds to me like you may have a screen in the exhaust getting plugged up. Take the muffler off and see if there is a screen between the muffler and the engine. These have a tendency to get carbon covered and will cause the engine to loose power. Also, check all the screws/bolts/nuts holding the carburetor on.
