Make sure the machine is lubricated properly with oil, you will need to take some covers off to access inside components. Also, make sure the thread is fed properly through each loop, and the tensioner isn't too tight.

If you're having the same problem we did, the attachment is installed too high on the bar. Move it down as far as possible and see if that solves the problem. If it doesn't, check to see whether the machine is belt-driven; did the belt break or slip off?

SOURCE: Sewing machine handwheel turns and whirrs but needle bar stuck?

my suggestion is that the machine needs to be serviced at a sewing machine shop, because for's not responding 2. it used & you don't know when the last time it was serviced 3.something is wrong with the machine.
hopefully there are no broken parts, but having the machine serviced will tell that.
as for a manual

Go to the singer website
Go to the home page
Go to customer service--click on it--it will show a small menu--click on instruction manual
In the box put the model number (example w510 ) & click search

Timing A Mechanical Sewing Machine

If the thread is not being picked up by the hook, you can set your timing by moving the needle bar height. move the hook so it is in the nearest position to the needle, but not touching. Remove the left, needle bar cover. You'll see a screw, or set screw on the needle bar. Slowly loosen it, and move the needle bar up or down until the hook lines up with the scarf on the back of the needle. The tip of the hook should be in the middle of the scarf, above the eye. Hold still, and re-tighten the screw.

Needle bar frozen

Rather suspect the bar has bent, remove it and check for true

The long metal bar that the needle holder is attached to keeps dropping down and is very loose

If when the needle bar drops down the take up lever moves as well you need to open the face plate and tighten the screw on the take up lever

Breaking threads isn't necessarily a timing problem. Check for burrs.

Thread keeps knooting up

is the bobbin threaded correctly ?
is the bobbin warped?
try rethreading the machine top & bobbin
change the needle
Correct needle insertion is mandatory for proper use of your sewing machine.
Raise the needle bar to the highest point, then loosen the needle clamp screw to remove the old needle.
Place the new needle in the needle clamp with the flat side of the needle facing the back, (round needle, the groove in the needle should face away from the shaft).
Push the needle all the way up as far as it will go. Then tighten the needle clamp screw.
check to make sure every thread guide is used

Remove sewing maqchine case

Plate on bottom: Remove screws. Keep screws in safe place and oil moving parts with good quality sewing machine oil. Zoom with spout for sewing machines & servers is what I use purchased online...lubricate gears with Singer lubricant (in tube). Tip machine back onto a towel to remove screws. Just one drop oil on moving parts & dot of lube gear only if not showing signs of grease already. Please remove bobbin and presser foot before cleaning/oiling. One drop oil then generously SMEAR oil on oscillating hook, open right front door & one drop top of needle bar. Clean out race shuttle for lint, fuzz balls, broken threads with soft sewing machine brush & clean your feed dogs gently with bristles too. Hope this helps. Do not clean machine near children or curious pets! I run my machine with pedal on table top so I don't accidentally step on it. Control with right hand to see moving parts. At your own risk, of course. Safe and effective but only if you are extremely careful. Replace all screws securely. Put in new needle all the way UP into needle bar groove, presser foot UP turning handwheel towards you, flat end of needle to back, Thread Front to Back of needle.. Keeping presser foot raised @ highest position ensures thread locates the tension slots properly. Jimmy

Oiling XL-5700

You oil this machine anyplace that it moves and rubs. Needle bar, joints that drive the needle bar,end of each shaft, presser foot bar, hook race etc. Do not use 3 in 1 oil. Use a good quality sewing machine oil.
