Question about RCA Televison & Video
I have checked that power is going to the power board and looked for bloated capacitors (did not find any) the switch is ok but I could not find a fuse.
You have to find out if you have your standby voltage. Normally you have STBY 5V written beside the connectors. this 5 volt should be there when the tv is off. This 5 V communicate the info to the mainboard that you have press the power button and then reply back to power every circuit. So after a power press you should get other voltages to come up. You should then check those voltages on the power supply connectors. I suggest you to read a basic troubleshooting guide that is very well explain, certainly better that i can do here... SOURCE: viewsonic n3251w - no power
A lot of TVs are having their power boards go bad due to a poor brand of capacitor (CapXon usually).
If small problems are noticed with the tv, the solution is to replace the capacitors. However, once the TV gets to the point where there is no power at all any more (not even a stand-by light) then the power supply has to be replaced.
Visit Viewsonic's website or call your local Viewsonic repair shop to get a price on this board. They are usually under $100.

Did you find out if that would solve the problem? I was really excited to learn that all I needed to do was change out the capacitors but after installing 4 it continued to click. I to removed the cover to the and found the relay where the noise is coming from
